Civilian identity unknown. Boy Blue claims to be 21, but his teammates estimate his age in the region of 14-15. He is seen enjoying video games at several points during Seven Soldiers 0.
Boy Blue is possessed of a "ghost suit" that makes him "lighter than air or harder than diamond"...and a "horn" that emits sonic vibrations.
The origin of these objects remains a mystery. The appearance of Norse runes around the horn may imply a connection to the Viking god Heimdall, although a prior version of The Guardian, Mal Duncan (http://www.titanstower.com/source/whoswho/mal.html), AKA Hornblower/Herald, also had a similar horn, known as the Gabriel Horn, which opened the gates of limbo. It can be inferred from the text that Boy Blue obtained these objects from the same Seven Unknown Men who altered I, Spyder.
Boy Blue has a pair of natty shades identical to those worn by the Doom Patrol character Rebis.
Boy Blue was last seen being cruelly felled by a Sheeda energy bolt, and was reported as deceased by one of the Seven Unknown Men.
Boy Blue was the nephew of Ramon Soloman, a.k.a. The Iron Hand.
Boy Blue betrayed his fellow soldiers at Miracle Mesa by using his horn to summon Neh-Buh-Loh and his Sheeda army.

Little Boy Blue (1), Real Name: Tommy Rogers Age : 12 Equipment: Hooded costume and horn Sidekicks: The Blue Boys 1rst Appearance: Sensation Comics #1, 1942 Powers: None Skills: Athletics, quick thinking. Tommy's father, Dan Rogers (The District Attorney of Big City) complained that he couldn't catch the criminal gangster "Wolf" Lupo who was running a protection racket. Tommy heard his father complaining about it... and later, while reading a "Wildcat" (the self same "Sensational" comic book) he was inspired to become a costumed crime fighter himself to try to take down the Mobster Lupo. In the same manner, Wildcat had been inspired by reading comics about Alan Scott/Green Lantern! Tommy and his buddy Tubby dressed up as costumed crimefighters and went into their clubhouse. There they found Lupo's men holding captive a potential witness against Lupo. With help from another boy called Toughy, the two costumed boys overpowered Lupo and his men, who were arrested by the police. Later, a curvaceous young woman named Janie, who disguised herself with a red wig, became their ally under the name Little Miss Redhead. Her special weapon was a rope she could use as a lasso or a bola. Little Miss Redhead did not know the true identities of her costumed companions, nor did they know hers. With athletics, clever thinking, and ingenuity they defeated the likes of Doctor Light and others. Little Boy Blue's final appearance in Sensation Comics was in issue #82, 1948.
By the way Boy Blue debuted the same year the team the Seven Soldiers of Victory debuted.
Little Boy Blue appeared in Sensation Comics #1-92, Big All-American #1, & Flash(v2)#51/2.
