1. Democrats win in 2004, get awfully smug about it, utterly fail to do anything to help the new Great Depression that follows the inevitable diplomatic isolation. Far likelier scenario: chaos, as claim meets counterclaim.

Flowers: Yeah, I've wondered about that. But it's an invitation to all kinds of trouble in its own right. Far better, if I were running the show, to say there was anthrax, but it was moved out of the country. Then I could use the spectre to justify further operations and appropriations.
